[Catalist] Laboratory Technician Coordination

Hi Folks
For those of you with more than one Laboratory Technician:
Is it common practice for ONE tech to be assigned the role of coordinating and managing the duties of all?
What if there are 3 Lab Techs, all Level 2. One is full time, the other two are 0.4 and 0.2. Can the full time one manage/coordinate the duties of the other 2?
